The Trump administration has officially commenced its war on illicit drugs with the release of the White House Office of National Drug Control Policy (ONDCP)’s Drug Policy Priorities. These priorities lay out the administration’s one year plan of attack on the illicit drug supply in the U.S., and addresses combating Foreign Terrorist Organizations, cartels, and drug traffickers.
The Trump administration promises to use border security, advanced technology, and increased personnel to prevent illegal drug smuggling into the U.S.
ONDCP’s priorities are the following:
Reduce the Number of Overdose Fatalities: Focus on Fentanyl
To this end, the Trump administration pledges expanded access to overdose prevention education and life-saving opioid overdose reversal medications like naloxone; increased public health and educational campaigns about overdose prevention; and increased access to emergency medical services. The White House also promises to encourage state and local supportive services to prevent incarceration and reduce recidivism, as well as state and local availability of drug test strips and naloxone. Additionally, the Drug Policy Priorities includes a pledge for the “harshest available penalties” for drug dealers.
Secure the Global Supply Chain Against Drug Trafficking
The Trump administration pledges to combat foreign and domestic terrorist organizations by partnering with source countries to take law enforcement and regulatory actions that identify and attack vulnerabilities in the illicit drugs supply chain. Additionally, the White House promises the use of “exercis[ing] its economic powers to demand change” if source countries do not act. The Drug Policy Priorities also contain a vision to increase cooperation between global and domestic law enforcement agencies, as well as the private sector, to disrupt illegal drug distribution.
Stop the Flow of Drugs Across Our Borders and Into Our Communities
The Trump administration promises to use border security, advanced technology, and increased personnel to prevent illegal drug smuggling into the U.S., and targets “production and distribution networks” with “all existing authorities.” The Drug Policy Priorities also call for using “force-multiplying efforts, such as the Homeland Security Task Forces (HSTFs)” to prevent drug trafficking, and the administration pledges to hold state and local authorities accountable for making sure they are devoting enough resources to fight illicit drugs. The White House also calls for pursuing prosecution and severe penalties against those that are disseminating illicit drugs.
Prevent Drug Use Before It Starts
Through the Drug Policy Priorities, the Trump administration encourages educational campaigns and evidence-based prevention programs directed towards youth in schools and communities. This would include collaborating with state and local organizations, and leveraging media and especially social media, to emphasize education on the dangers of illicit drug use and how to avoid it, how to prevent overdoses and save lives, and how to access treatment and recovery services.
Provide Treatment That Leads to Long-Term Recovery
The White House pledges greater access to effective, timely, and evidence-based treatment, including expanding access to medications for opioid use disorder (MOUD) and improving integration of mental health treatment with clinical and recovery support services. The Drug Policy Priorities also include plans to augment the U.S. peer recovery support services workforce, including recovery community organizations.
Innovate in Research and Data to Support Drug Control Strategies
The Trump administration promises to collect accurate, timely, and relevant data to inform policy, including through artificial intelligence, machine learning, collaborating with experts, enhancing information sharing, and public-private partnerships.
While recognizing the importance of the Drug Policy Priorities, the White House also recognized that its policy against illicit drugs is subject to evolve. Regardless, a comprehensive war on drugs is quickly shaping up into one of the cornerstones of this administration’s domestic and foreign policies.
