Health and Human Services Secretary Robert F. Kennedy Jr. confirmed this week that systemic dysfunction within federal agencies is more than speculation, calling the so-called “Deep State” a real and entrenched problem inside the government.
During his first visit to the Food and Drug Administration (FDA) since taking office, Kennedy addressed FDA employees directly alongside Commissioner Marty Makary.
His remarks echoed long-standing concerns voiced by President Donald Trump about the presence of unelected bureaucrats influencing federal operations behind the scenes.

“President Trump always talks about the Deep State, and the media, you know, disparages him and says that he’s paranoid,” Kennedy told the agency staff.
“But the Deep State is real. And it’s not, you know, just George Soros and Bill Gates and a bunch of nefarious individuals sitting together in a room and plotting the, you know, the destruction of humanity.”
Instead, Kennedy described the Deep State as institutional behavior shaped by embedded interests and regulatory capture — an environment, he said, that has compromised the mission of agencies like the FDA.
Kennedy specifically criticized the FDA as having become a “sock puppet” for the industries it is supposed to regulate.

One area of focus for Kennedy is the FDA’s Generally Recognized as Safe (GRAS) system.
He called it a “loophole” that allows food companies to bypass meaningful oversight when introducing new ingredients into their products.
In March, Kennedy directed the FDA to review its current policies on ingredient approval and to consider reforms aimed at increasing transparency and protecting public health.
“Eliminating this loophole,” Kennedy said, “is critical for restoring trust and improving the health of American consumers.”
Kennedy’s remarks follow a series of public statements he made during the 2024 election cycle, including warnings to FDA employees just before the election.

At the time, Kennedy urged individuals “who work for the FDA and are part of this corrupt system” to preserve records and prepare for changes under a new administration.
As part of his ongoing agenda at HHS, Kennedy is now touring the country on what he has dubbed the “Make America Healthy Again” (MAHA) initiative.
His tour includes stops in Utah, Arizona, and New Mexico and focuses on advancing policies that would ban ultra-processed foods and harmful additives — such as synthetic food dyes — from school lunch programs.
The FDA is one of several federal agencies under review as part of the Trump administration’s renewed effort to restructure regulatory bodies and restore public accountability.
White House officials have supported Kennedy’s initiatives, viewing them as aligned with the administration’s broader goal to reduce the influence of special interests in policymaking.
Kennedy’s tenure at HHS has attracted national attention as he continues to take steps aimed at reshaping federal health policy.
His actions and public statements reflect the administration’s stance that regulatory agencies must prioritize the public interest and operate free of outside industry control.
No specific personnel changes at the FDA have been announced, but agency officials say Kennedy’s directives will result in internal policy reviews and potential structural adjustments in the months ahead.
