Phillipson was told on BBC Breakfast that scrapping the two-child benefit cap would “do more than 30 minutes in a breakfast club.” Asked if she would rule out scrapping the cap, she replied:
“Our work is still underway so we’ve ruled out nothing in any area. We’re looking at every aspect of what’s needed to improve the life chances of children across our country including those children growing up in poverty.”
Co-conspirators will recall the furore when Starmer refused to axe the two-child benefit cap, prompting his first rebellion in office last July, when seven of his own MPs were slapped with six-month suspensions for backing an SNP amendment to scrap it. The left-wing Resolution Foundation put the cost of scrapping the cap between £2.5 billion and £3.6 billion for the year 2024-2025. Now Phillipson is refusing to rule out a policy U-turn.
